The juristic institutions regulating the economy and way of life of the peoples of the Balkans and other eastern European people, who lived a transhuman shepherding life style. Its most typical characteristic feature was the form of taxation, the sheep fiftieth tax. In this case the word vlach (Vlach) does not refer to a group of people, it could mean Rumanian (Macedo-Rumanian, Serbian, Rutenian) people, who used this right.

Moving shepherding on two grazing grounds: animal husbandry of the population, who settled. They alternated their grazing grounds: in the summer they went to the mountains, in the winter they kept their animals on the plains. It was known in the regions near the Mediterranian Sea, in the mountain regions of the Alps, in the Balkans, and in the Carpathian mountains from Transylvania to the Lower Carpathians.

The tax of shepherding Rumanian and Vlach - non-Rumanian, who used the right - people, which had to be paid after every fiftieth sheep. At first it was paid to the king, but after permanent settlement it became a landlord's tax as well.
